Alphabet Agencies: The ABI and You (and MARTA)

I missed the Beltline meeting earlier this week because I just wasn’t that motivated, but it’s been in the news. The MARTA board voted to negotiate a contract with ADA (Atlanta Development Authority, a different, lesser-known ADA) and ABI (Atlanta Beltline Incorporated). It’s too early to tell if MARTA would be a contracted operator or manager, or ABI will be phased into MARTA and operate as a department. Currently, ABI is in a partnership with the City of Atlanta.

This contracting confusion happens in other places. For example, the Broad Street Subway in Philadelphia and the Blue and Red Line Tunnels in Chicago are owned by the cities in which they run, and operations are contracted by SEPTA (Southeastern Pennsylvania Transportation Authority) and CTA (Chicago Transit Authority).
